MOSCOW, October 25 – RIA Novosti. The strategy for the development of high-tech industries in the Russian industry in the current global situation was discussed by representatives of leading specialized universities, businesses and government agencies during the round table “National technologies: main trends in the development of telecommunications equipment and training in this area.” The event took place in the multimedia press center of MIA “Russia Today”.
The situation that has developed in the technology industry in Russia due to sanctions and the outflow of some IT specialists brings not so much new risks as new opportunities, experts say. According to them, the active search for specialists today is associated with the expansion of domestic companies, and not at all with the loss of personnel.
“We now do not have an industrial sector where there would be no digitalization. We now do not have enterprises where programmers would not be needed. The 2022 admission campaign showed that we still have very high competition, very high entrance fees for IT areas points,” said Sergey Erokhin, rector of MTUCI.
As experts explained, the withdrawal from the Russian market of a number of companies with which it was unprofitable to compete actually frees up niches for the development of domestic industries. In this regard, experts predict the qualitative development of the Russian telecommunications industry.
“In 2021, Moscow experienced a 37% growth in industrial production – this is a record growth. Despite all the economic challenges, our enterprises show significant resilience to COVID-19 and the current situation. This year we see that growth continues, there is no drop” , – said Daria Stepanova, Deputy Director of the Department of Investment and Industrial Policy of Moscow.
First of all, the renewal of the industry will affect strategic tasks, which include import substitution in communication systems and the introduction of domestic software in government agencies and enterprises. Also, development is expected in the field of consumer services, experts noted.
“I would like to note the importance of information security. There is more data, digitalization does not stop, there are attacks from various states, so we cannot get away from information security. A positive factor is the increase in budgets for this part,” emphasized the head of business development of the company – developer of electronic devices based on quantum technologies QRate Alexander Priyutov.
In the field of software, Russia has always been one of the leaders, now it is necessary to reduce the backlog in the development of an electronic component base, the experts emphasized. According to them, already in 2023, the first Russian installation for printing microcircuits will be launched, which differs from analogues in efficiency.
The main task in the current situation is to organize high-quality training and retraining of personnel, experts are sure. According to them, it is the lack of qualified specialists that is the most dangerous “bottleneck” in the industrial implementation of domestic technologies.
Thus, in order to develop the personnel potential of the capital’s industry, the Moscow Technical School was launched, which, in cooperation with specialized universities, conducts retraining of specialists in communication technologies and additive technologies. In the near future, the school will also begin to train professionals in microelectronics, photonics, and robotics, experts noted.
“The introduction of “digital departments” is an initiative of the IT community, thanks to which we are preparing a large number of specialists who have an IT specialty as an additional one. Due to this, departing specialists will be replaced in the near future, including graduates of digital departments,” said Yury Melnikov, Director of the Operations Management Department of the Corporate Center of PJSC Rostelecom.
Despite the success of retraining programs and additional IT education, a key aspect of training young professionals is fundamental university education, the experts emphasized. Actual tools are regularly updated, and therefore IT specialists are “doomed” to learn constantly. To be successful in this, you need a solid knowledge base in mathematics, computer science, and physics.
“As developers of an advanced domestic operating system, we need very high-quality personnel. We do what no one else has done yet, so a person must be a researcher, must be able to create like an artist. A university teaches to learn. Only a university teaches to work in a team, teaches you to understand the very technology of how to move forward,” said Denis Razumov, Deputy CEO of UBLinux.
Another bonus that students of specialized and industry universities receive is a deep acquaintance with the realities of production and the demands of employers. As the participants of the round table emphasized, today more than ever it is important that graduates are able to immediately join the work of companies.
As experts noted, within the framework of this process, the so-called “reverse plans” of university training are beginning to be practiced today. They allow students of initial courses to master disciplines previously focused on the last courses. Thanks to this, IT-specialists can start working full-time at enterprises already at the university.
School career guidance and pre-university training is the cornerstone of the personnel training system, experts are sure. In this regard, the participants of the round table noted the benefits of the already proven programs of work with gifted children, as well as numerous educational projects for children, actively developing on the basis of leading universities and enterprises.
“Entering specialized universities, getting good training, understanding what you are doing is a rather serious task, which requires a knowledge base that has been stable since school,” said Oleg Kravchuk, Deputy Director for Strategic and International Projects at Security Code.
